On what the permission problem is, I'm Admin?

To write some registry entry, you need full access! For this operation please start once Q-Dir with admin right. for such actions,

start Q-Dir with full admin rights. Otherwise, is a normal start of Q-Dir sufficiently!
Use right click on Q-Dir and select "Run as administrator" (... see Image-1 Arrow-1 and 2)

Only the first and hidden administrator account on Windows 8 (seven, 8.1) brings a full access, by default it is not activated.
Please read this: .... enable the Administrator account in Windows 8!
